National Operational Action Plan for the Prevention and Control of Obesity in Children and Adolescents in Jamaica (2016-2020)

Summary:

The National Operational Plan of Action seeks to operationalize the obesity prevention activities of the National Strategic and Action Plan for the Prevention and Control of Non-communicable Diseases (NCDs).

Description:

The National Operational Plan of Action outlines six lines of action with strategies to address childhood obesity, diet and physical activity-related risk factors and country capacity, namely:

  • Obesity prevention and control in primary health care services.
  • Protection, promotion and support of breastfeeding.
  • School-based interventions.
  • Fiscal policies and regulation of food marketing and labeling.
  • Physical activity and health promotion.
  • Surveillance, research and evaluation.

Regarding each of these lines of action, there are related outcomes, results and indicators to monitor the implementation of different objectives. For FULL purposes, it is important to highlight the following:

  • School environment: the guidelines aims to improve “knowledge about healthy diets and benefits of physical activity”. Moreover, intends to improve “dietary habits and physical activity levels of school-aged children”. These outcomes include, among others, standards for school feeding programmes.
  • Fiscal policies and marketing: it aims to reduce the “consumption of energy dense, nutrient poor foods and beverages” and the exposure to marketing of such produtc. Meanwhile, it intends to increase the “consumption of fresh fruits and vegetables”. For those outcomes, it predicts the following results:
    • Legislation for implementing tax measures on sugar-sweetened beverages and energy dense, nutrient poor foods and beverages.
    • Legislation for restricting the marketing of foods and non-alcoholic beverages to children.
