The Uganda National Bureau of Standards Act establishes the legal framework for the development, adoption, and enforcement of national standards by the Uganda National Bureau of Standards (UNBS). It empowers the UNBS Council to declare standard specifications, codes of practice, official standards marks, and compulsory standards to ensure product quality, consumer protection, and fair trade.
Under this Act, compliance with compulsory standard specifications becomes legally mandatory for the manufacture, importation, distribution, and sale of specified commodities. The legislation also regulates the use of official standards and distinctive marks, ensuring that only compliant products may bear government-recognized certification labels.
For FULL purposes, these are the main highlights (Sections 15, 16, 21, and 26):
- The Act authorizes the UNBS Council to establish standard specifications for commodities and codes of practice for manufacturing, processing, testing, construction, and other technical activities. These standards provide the legal benchmark for assessing product compliance.
- The Act creates an official standards mark to distinguish products that comply with national standards.
- The Act prohibits false or misleading claims regarding compliance with national standards.
