The Constitution of the Republic of Uganda establishes objectives and principles that will guide the government. Among its provisions under the National Objectives and Directive Principles of State Policy, it lists the following considerations about food and health:
- food security is a social and economic benefit that its population should access (provision XIV).
- the State should take three specific actions related to food security and nutrition (provision XXII):
- The State must encourage people to grow and store adequate food.
- The State must establish national food reserves.
- The State must also promote proper nutrition through education.
- it includes health services aamong the benefits the State must help citizens access (provision XIV)
Both objectives function as policy guides.
Furthermore, the Costitution also establishes:
- Children’s rights (Article 34): it defines a chid as under sixteen years.
- Other general human rights provisions (Articles 30 and 39): it grants grants every person the right to a clean and healthy environment and a general right to education.
